New Deep Well # 10

Dixon, Illinois

Willett, Hofmann & Associates was hired by the City of Dixon to design a separate pressure zone within the City’s waterworks system for the Lee County Industrial Park area.  The design included a new deep well, new elevated water storage tank, two booster pump stations with associated pressure sustaining valve buildings to increase the water pressure and fire flow supply to the Lee County Industrial Park.

The new system consists of a 1,500 GPM well (Well No. 10), a 300,000 gallon elevated water storage tank, and two booster pump stations.  The system provides the Industrial Park with a fire flow of over 3,500 GPM, while maintaining a residual water pressure of 60 psi.  The booster pump stations were constructed on two separate watermain sections feeding the industrial park, providing a complete and separate water system pressure zone.

The project started by performing topographic surveys as the first step to preparing detailed construction drawings and specifications for bidding.  WHA surveyors prepared easement forms and parcel drawings for properties requiring easements, while engineers prepared proposal forms, notice to bidders and the contract documents necessary for public bidding, then assisted the City in obtaining and evaluating bids and awarding the contract.

The work consisted of six separate contracts:

1. Elevated Water Tower:  Construction of a 300,000 gallon elevated water storage tank complete with pile foundation, electrical lighting, piping and painting.

2. Deep Well Number 10:  Drill a new 16” diameter well approximately 1,800 feet deep into the Mt. Simon Sandstone aquifer, complete with casings, well development and water quality sampling.

3. Booster Pump Stations:  Furnish, deliver and install two factory built, factory delivered above ground water booster pump stations.

4. General Work for Booster Pump Station:  Excavating for concrete building and watermain pumping installation, concrete foundation and slab, unloading and placement of booster pumps, site piping and connection to booster pump stations, site electrical service, bituminous driveway and roadway placement, seeding and site restoration, and watermain disinfection, testing and start-up of pump stations.

5. Well Building and Well Pump for Well No. 10: Concrete work and masonry, thermal and moisture protection, chemical feed equipment, well building equipment and piping, well pump, mechanical, electrical, SCADA / Control equipment, radio antenna & telemetry.

6. Water Main Extension: Approximately 3,040 lineal feet of 12” diameter watermain and all necessary appurtenances.

WHA prepared all necessary permits required from the Illinois Environmental Protection Agency and Illinois Department of Transportation, then responded to all government comments and requests for information until the project was approved and permits granted.

During the construction phase, WHA provided on-site construction observation to ensure that the work was proceeding in accordance with the contract specifications.  WHA also reviewed shop drawings, catalog data and samples to ensure that materials and procedures were adhering to the contract specifications.  At the project’s end, WHA provided the final construction inspection, and created as-built drawings to document any mid-project changes made to the original plans and specifications.

WHA also approved payments to contractors throughout the project, advising the City of the progress of the project and the quality of the work before payments were made.

Today the industrial park area of Dixon has appropriate water pressure for fire protection, and infrastructure in place ready to welcome additional businesses to the Lee County Industrial Park.
