Phase I, II & III Services

Willett, Hofmann & Associates, Inc. was hired by the City of Rock Falls, Illinois to design and develop a set of construction plans for the construction of a 2-lane facility through City property which was previously an industrial site. The roadway was needed to re-connect existing residential streets on the east side of the City to the downtown area and to open up development opportunities along the newly cleared riverfront. WHA was tasked to investigate the different alternatives for making this connection through an abandoned industrial site. The new roadway is adjacent to potentially developable riverfront property made available by the removal and cleanup of the industrial site. Also, included in the project was the re-construction of an adjacent city street, Avenue A, and the demolition of 2 existing buildings on the site. The length of the project was 1,990 feet and included curb & gutter, new storm sewer, pavement, striping, and water & sanitary. Funding was from local sales tax dollars. Reconnecting the roads through this area was one of the first steps toward the RB & W Riverfront becoming a reality.
