Phase II Services

Residential and industrial expansion and development in Rochelle created an urgent need for infrastructure improvements. As a result of this expansion and development, increased traffic in Rochelle demanded the channelization, expansion and modernization of the IL Route 251 and Flagg Road intersection. To meet the long-term plans for the surrounding area, Flagg Road was expanded to four lanes and IL Route 251 was expanded to five lanes. Due to the heavy traffic on IL Route 251 and the location of the new High School on Flagg Road, road closure was not considered an option. The proposed construction was accomplished with staged traffic with substantial grade differentials in the intersection and throughout the roadway profiles, which presented the most challenging aspect for developing staging plans. The challenges inherent in this project played into the strengths of Willett, Hofmann & Associates, Inc.

 We developed plans to meet the requirements of IDOT and Ogle County for the widening of Flagg Road to four lanes, IL Route 251 to five lanes and the raising of the intersection grade by four feet. All work had to be staged to permit traffic movement at all times. The design and staging plan for the 0.8 mile long, six-stage project included a mile of storm sewer in various sizes from 12” to 36” including inlets.  This project also included the design of curb and gutter, intersection design, striping and traffic signals. With the plan set complete, WHA provided specifications, bid proposals, cost estimates, preparation of environmental documents, and coordinated with utility companies. WHA also performed construction staking and provided an as-built survey at the completion of construction. Expansion projects on both routes in the future will complete the modernization.
